This article examines the modernization of public administration in Uzbekistan from a socio-philosophical perspective. It conceptualizes modernization not merely as the improvement of administrative efficiency and the introduction of digital technologies, but also as a transformation of state–society relations. Particular attention is given to the interrelationship between institutional effectiveness, political legitimacy, political culture, and social trust. Drawing on conceptual analysis and the examination of relevant policy documents, the study considers the role of digital governance, civic participation, accountability, and normative principles in contemporary administrative reforms in Uzbekistan. The article argues that sustainable public administration modernization requires the integration of institutional reforms with social values, legal principles, and meaningful citizen participation. The findings highlight the importance of a human-centered governance approach in strengthening public trust and improving the responsiveness of state institutions.
